Program Management

Our PCI staff have decades of experience playing a variety of and integral roles on many large and complex Capital Improvement Programs.

Our contributions have had significant and measurable impacts on the successes of all the programs and PCI has become a leading name in the markets we serve. Starting from Program Charter and Management Plan, we establish Project Office, organization, structure, develop budget and schedule baselines, risk register, and systems, processes and procedures.

In addition to, and sometimes as part of larger ($1 Billion +) programs, members of PCI staff have also managed multiple projects ranging from $1 million to several hundred million. The scope includes design and contract management, oversee the progress, timely reports, weekly progress meetings, change management, quality compliance, ensure safety, health and environmental standards and risk management.

One of the initial steps to managing any multi-project or program undertaking is to establish a Project Management Plan. The experts at PCI, following the PMI (Project Management Institute) guidelines, have developed and implemented several such Project and Program Management Plans. These plans are developed with an objective to incorporate both tactical and strategic management techniques to increase the likelihood of success of a project or program.

Before accurate budgets and schedules can be developed, the true scope of a project must be determined. Project validation requires patient research, accurate documentation, and the participation of all the key stakeholders. The result of the validation process is a concise record that clearly describes the scope and purpose of the project, the preliminary estimate and budget and the initial project schedule.

In any organization, a written reference defining the standard method of completing everyday tasks is essential. One major purpose of having well understood processes is to improve the overall quality and consistency of documentation and service. PCI has helped develop project and program standards on a diverse range of projects from transportation to environmental, and from program management to construction management to alternative delivery methods.

The object of a risk management system is to identify, asses, quantify and prioritize potential project and programmatic risks so that they can be properly monitored and where necessary, mitigated. PCI staff have extensive risk management experience as both facilitators of the risk management process and support in defining potential risks and both their probability and severity of potential impacts to cost, schedule, quality, safety and public perception.

Every job requires the right tools to perform it. In the case of large projects and programs, the Management Information System (MIS) must be a system that provides managers with the tools to organize, evaluate and manage those projects. PCI works with clients to customize the MIS to their specific needs and requirements in order to provide the tools for timely decision making and efficient execution of the work.  Our goal in MIS is to establish a single source of truth for project information, configure dashboards for all organizational roles and team members and provide early-warning indicators for project and portfolio problem areas.

Monitoring and controlling a projects costs during the life-cycle of the job is an integral component of an effective project controls system. Our experienced cost professionals have built and maintained cost systems on some of the most complex programs in the country. We utilize the best in class software or develop our own database system depending on the needs of the client and the complexities of the project or program.

Our cost systems accurately track budgets, contracts, change orders, estimates and completion, actual costs and project earned values. We also develop cash flows which integrates schedule information from the CPM schedule and cost information from the cost system to generate cash flow graphs and reports.

Budget control starts from the establishment of the baseline scope and budget of a project or program. Estimating

From developing conceptual estimates to bid proposals, life-cycle costing to Triple Bottom Line analysis, and value engineering to negotiations, PCI staff have decades of expertise in all aspects of estimating.

Following AACEI (American Association of Cost Engineers International) guidelines, PCI staff have decades of developing bottoms-up conceptual and parametric estimates, engineers’ detailed estimates, bid proposals for Design/Build, P3s and Design-bid-build contracts.

The project/program budget provides the owner with the best estimate of how much those undertakings will cost, which in turn helps to manage expectations while providing information to develop cost/benefit analysis. In developing the budget, the team at PCI incorporates all cost elements such as owner direct and indirect costs, labor, material, equipment, specialized subcontractors, insurance & bond, general conditions, mobilization, general administration, office overhead, profit, risk, mark-ups, escalation, contingency, and management reserve.

As part of our services, PCI’s staff of experts can provide owners with unbiased and objective reviews of contractor and consultant bids and proposals.  Services we provide include – contractor bid evaluation, qualification matrix development, review of commercial and contractual proposal components, schedule and cost evaluations and award recommendations.

Following SAVE (Society of American Value Engineers) guidelines, PCI has years of experience in performing and facilitating Value Analysis and Engineering studies on various projects.  Our services include facilitation of VE process from project information gathering support, analysis of project requirements, idea generation to evaluate feasibility of specific value improvements, provide estimating and schedule support and assist in the selection of best value alternatives.
